As far as Tel Var Stones go - you cannot mail them like gold. You can deposit them in banks, though, and there will be banks in each of the safe alliance bases under the IC. However, there's a 50-stone fee for depositing Tel Var Stones. So no running back with 4 stones, depositing, and running back out. It's not worth your while to deposit until you have a nice amount to bank.

And of course that means blood in the streets and sewers. IC may be the most wicked zone EVER.
Oooh, that sounds VERY interesting!
Huh. This line from that page implies that you don't have to own the DLC to get into the city.

"Run through the White-Gold Tower or Imperial City Prison dungeons with three friends. (You can also queue for these dungeons outside of the Imperial City, but you must have the DLC game pack.)"

Doesn't that imply that if you DON'T have the game pack, you can enter the city in order to get to the dungeons?
Also, looks like going to the dungeons and exiting isn't a fast way to get into the imperial city.

"If you leave the Imperial City by way of exiting the Imperial City Prison or White-Gold Tower dungeons, you will return to your alliance's capital city."
You can queue for the dungeons without entering the city, so I'm guessing that that is because they're going to be accessible to everyone? I guess we'll have to wait for the PTS for concrete answers to a lot of questions!

The way I read the launch details: http://www.elderscrollsonline.com/en-us/news/post/2015/07/15/imperial-city-launch-details The two new dungeons are part of the DLC. I think what they mean is that you can enter the dungeons from anywhere once someone in your party has it on their map, but you have to have the DLC to be able to enter.
"Yes, you'll will be able to craft VR15 and VR16 items, but it will require the acquisition of new materials. These materials are not obtained through harvest nodes the way other crafting materials typically are. Instead, you must obtain them by deconstructing VR15 and VR16 drops and then using those materials to craft new items. Also, the new materials are tradeable, so you can buy and sell them with other players, and you can buy them with Tel Var Stones in the Imperial City."
Hmm, so maybe it makes sense to hold off on putting more points into the (rumored) new crafting levels until I need them. It's hard enough finding materials for crafting writs as they are now, and you can harvest the materials from nodes, I don't imagine it would be viable to do it just via the imperial city's daedric accoutrement.

So will the Vr15 and Vr16 gear only drop in IC? That would suck because I won't be getting it
